Il 16 agosto lo Special Inspector General for Afghanistan Reconstruction (SIGAR) ha diffuso il suo rapporto sulla situazione in Afghanistan. Due concetti chiave balzano all’occhio: piani irrealistici e scarsa conoscenza del contesto. Il governo statunitense avrebbe pianificato “tempistiche irrealizzabili” e progettato “istituzioni non sostenibili”. Non avrebbe “compreso il contesto afgano” e avrebbe “pertanto fallito di impiegare misure adeguate”. Altro esempio, nostrano e certamente meno drammatico: Gianluca Castaldi, senatore in quota Movimento 5 Stelle, nel febbraio 2019 a proposito del reddito di cittadinanza twittava “Ci hanno insegnato che bisogna cominciare a fare ciò che è necessario, poi ciò che è possibile e all'improvviso ci siamo sorpresi a fare l'impossibile”. In quella – come in molte altre occasioni – i politici del Movimento furono accusati da più parti di fare promesse irrealistiche e, dunque, potenzialmente pericolose.
Il linguaggio del realismo, del possibile e dell’impossibile, è diffuso nella politica di tutti giorni; ma cosa significa, esattamente, essere realisti? Vuol dire forse che in politica non c’è posto né per la filosofia, né per la speranza di creare condizioni di vita sociale più giuste? Fortunatamente no. Realismo non equivale necessariamente a pessimismo, rassegnazione, o conservatorismo. Piuttosto, significa ripensare il rapporto tra la filosofia e la pratica politica in modo che, da una parte, sia possibile criticare lo status quo e, dall’altra, tale critica sia compatibile con ciò che la politica è per sua natura.
Essere realisti: l’etica c’è ma non è uguale per tutti
La corrente del realismo politico in filosofia ha preso le proprie mosse a partire dal lavoro, tra gli altri, di Bernard Williams. Williams difende il realismo in contrapposizione al ‘moralismo politico’, cioè a quell’approccio per cui fare filosofia politica equivale a fare etica applicata. Secondo il moralismo, la politica va regolata sulla base di principi morali che hanno validità oggettiva e universale e che, in quanto tali, devono essere applicati a qualsiasi contesto politico.
Al contrario, il realismo rinnega l’idea che vi siano principi morali applicabili ‘dall’alto’, indipendentemente dal contesto. La politica, sostengono i realisti, è una sfera autonoma caratterizzata da fatti squisitamente politici che ne compongono l’essenza e che non sono, pertanto, eliminabili o modificabili. Tra questi vi è la presenza del conflitto e del disaccordo sui valori– inclusi i valori morali – la pluralità e diversità di visioni e di interessi, e l’utilizzo della coercizione come strumento ultimo per ottenere obbedienza.
Ciò significa che la filosofia morale non può informare direttamente l’agire politico, ma non che la politica sia scevra di ogni etica. Max Weber indica bene i termini della questione. Anzitutto, distingue un’etica della responsabilità da un’etica della convinzione. La prima si applica al politico, e prescrive di calcolare e assumersi la responsabilità delle conseguenze dell’esercizio della coercizione. La seconda si applica al profeta, e prescrive purezza dei fini e dei mezzi. Ma non è tutto: Weber ritiene che il politico che ha vera vocazione sia colui che è in grado di combinare le due etiche, e dunque di ricercare ed esercitare il potere per una nobile causa. Il messaggio è chiaro: la specificità della natura del politico richiede che anche la normatività che la regola sia specifica, pur senza rinunciare alla critica della realtà.
I realisti hanno tradotto questo precetto in vari vincoli metodologici. Il primo è quello di sviluppare standard normativi che siano compatibili con lo specifico contesto cui intendono applicarsi: insomma, per determinare che cosa bisogna fare in politica, è prima di tutto necessario capirne il contesto – il ruolo e la funzione delle istituzioni esistenti, e le circostanze economiche, sociali, storiche e culturali in gioco. Fare altrimenti, avverte John Horton, significa rischiare l’inadeguatezza descrittiva e l’irrilevanza normativa della teoria politica. In altre parole, perché una teoria si riveli utile al fine di migliorare le condizioni sociali esistenti, deve prescrivere azioni compatibili con il contesto su cui intende intervenire.
Il secondo vincolo è quello di vedere nella legittimità, e non nella giustizia, il valore politico fondamentale. Il concetto di legittimità permette di distinguere tra una relazione politica e una relazione di pura dominazione, dove quest’ultima rappresenta una relazione di mero esercizio del potere coercitivo, mentre la prima indica la situazione in cui un certo ordine politico è ritenuto valido, o accettabile, da coloro che ne sono soggetti (a patto che questi non siano manipolati nell’accettare tale ordine politico come valido).
La parola ai cittadini!
Questi due vincoli, messi assieme, hanno portato a sviluppare le cosiddette teorie internaliste della legittimità. L’idea è che spetti a coloro che sono soggetti all’autorità politica stabilire quali siano i valori fondativi dell’ordine politico. Detto altrimenti, non possiamo dire che un ordine politico diverso dal nostro è illegittimo solo perché non incarna i valori in cui noicrediamo, fintanto che i cittadini di quel regime credono in quei valori. Di conseguenza, la critica all’ordine politico deve svilupparsi internamente: cioè spetta a coloro che sono soggetti all’ordine politico esistente prendere le distanze dai valori che lo fondano, e spingere verso nuove configurazioni politiche.
Le teorie internaliste della legittimità hanno il merito di difendere la possibilità, almeno in linea teorica, dell’autodeterminazione (politica) di coloro che sono soggetti all’esercizio della coercizione da parte dell’autorità: chi è soggetto a un certo potere politico deve avere l’ultima parola sull’opportunità di tale potere, mentre chi non vi è soggetto non dovrebbe troppo interferire. Se questo è il verdetto, allora la filosofia, specialmente quella ideale – cioè quella che si occupa di dire che cosa sono giustizia, libertà, autonomia, eccetera, a prescindere dalle loro manifestazioni ‘reali’ nella pratica politica – altro non è che un dilettevole esercizio del pensiero.
E la parola dei filosofi?
Ma questo non è il verdetto. O meglio, lo è in parte: essere realisti non significa rinunciare alla filosofia per buttarsi a capofitto nella pratica politica. Il realismo, infatti, non comporta necessariamente la rinuncia ad una prospettiva esterna, alla voce del filosofo, ma cerca di inserirla nell’ analisi della pratica politica e di combinarla con la prospettiva interna di coloro che sono soggetti al potere. L’intento è quello di bilanciare istanze filosofiche e pratiche, distinguendo così i molteplici usi delle più svariate teorie filosofiche.
Il primo compito della filosofia è quello di stabilire quali vincoli normativi la prospettiva interna debba rispettare per risultare, da una parte, normativamente accettabile e, dall’altra, foriera di un atteggiamento critico verso la realtà. Detto altrimenti: non tutte le istanze che vengono dai cittadini sono ugualmente accettabili. Vogliamo poter criticare le più controverse, pur rispettando l’idea che la prospettiva di coloro che sono soggetti al potere sia centrale per giudicare la legittimità di un regime.
Il secondo compito della filosofia è quello di stimolare il dibattito e la revisione interna – non imposta ‘dall’alto’ – dei valori fondativi di un regime politico. Abbiamo detto che il filosofo, in quanto spettatore esterno, non può imporre il proprio punto di vista valoriale. Può però senza dubbio sfidare con argomentazioni le posizioni sostenute da chi è soggetto al potere. Può anche mostrare le conseguenze impreviste o le possibili alternative alla situazione, pur rinunciando a un verdetto finale circa la legittimità del regime in questione. In questo modo, la revisione dei valori avviene tramite coloro che sono soggetti al potere, e non a seguito dell’imposizione di una prospettiva esterna.
Se questi sono i compiti, il rifiuto della filosofia ideale perde centralità: essa non è più solo esercizio dilettevole del pensiero, a patto che non pretenda di fungere da metro di giudizio e guida dell’agire politico direttamente e in ogni contesto. Perfino l’utopia, ricordano alcuni teorici, trova posto nel realismo, a patto che non pretenda di stabilire i tratti del perfetto ordine politico, valido in ogni quando e dove. A ciò va aggiunta la possibilità che ciò che oggi è ‘solo’ dilettevole – cioè puro esercizio del pensiero filosofico volto a stabilire che cosa è giustizia – possa rivelarsi utile domani, a fronte di circostanze politiche differenti o di cittadini pronti ad abbracciare nuovi valori per rivoluzionare dall’interno il proprio sistema politico.
Siamo realisti, dunque, ma senza abbandonare l’ideale!
